SUMMARY MEETING No. 2019-07 of the Water Management Commission of the Sélingué Retention and the Markala Dam

At this meeting all members of the Commission were invited.

The proposed agenda focused on the following points:

1. Status of implementation of the recommendations of the last meeting;
2. Monitoring the water management of the Sélingué and Markala dams;
3. Review of the Wetlands International Study "Assessment / Analysis of the consequences of the water release measures of the Sélingué Water Management Commission and the Markala Dam";
4. Miscellaneous.

After the adoption of the agenda, the first point was raised.

1 - Status of implementation of the recommendations of the last meeting

The status of implementation of the recommendations of the last meeting is shown in Table 1 below:

2 - Monitoring the water management of the Sélingué and Markala dams

2.1. Hydrological situation
The hydrological situation during the past week has been marked by the level rise on all rivers, except for the Bani / Niger confluence in Mopti where the decline has been observed. The level remained stationary at Ansongo Station. The tributaries of the Senegal basin, notably the Falémé in Gourbassy and the Bakoye in Oualia, are dry.
The destocking of the waters of the Sélingué and Manantali reservoirs continues.
 As of 1 July 2019, the water levels are higher than last year at the same time on all rivers, except for Niger in Bamako, Koulikoro and Sankarani in Sélingué upstream , from Bafing to Daka-Saidou and Bafing Makana.
 The water levels are higher than those of an average year for the same period on all rivers, with the exception of Niger in Koulikoro, Diré and Bafing in Daka-Saïdou.
In perspective, the rise in the level observed in the upper Niger basin will continue.

2.2. Management of the Sélingué reservoir:
The management report presented below is a progress report for the period from 1 to 30 June 2019.
The body of water of the Sélingué reservoir was at 343.820 m on 1 June 2019 at 00h. This rating corresponds to a volume of water of 515 million 323 thousand cubic meters or 24.13% of the total capacity of the reservoir.
Throughout this month of June 2019, average daily turbine flows have practically evolved between 195.72 m³ / s and 302.4 m³ / s with an average of 253 m³ / s against 228 m³ / s in 2018; 281 m³ / s in 2017 and 99 m³ / s in 2016. Thus during this month the total turbined volume which was 492 Mm3 in May, rose to about 656 Mm3. In the same way the energy production of the month evolved from 16.784 GWh to 18.281 GWh.
The average daily evaporations were around 9.8 m3 / s against 9.96 m3 / s in 2018; 10.77 m³ / s in 2017; 7.03 m³ / s in 2016.
The average daily inflow recorded was 121.03 m3 / s against 97.46 m3 / s in 2018; 144.13 m3 / s in 2017; 76.97 m3 / s in 2016.

2.4 - Management of the Markala Dam:

During the month of June 2019, the irrigations proceeded normally, with the analysis of the summary table it appears that the irrigation orders were reached at the level of the main works.
 The average flow taken from point A by the three major works is 134.95 m3 / s against 140 m3 / s programmed by CGERSM for the month of June 2019.
An analysis of the table shows that the average flow released downstream of the Markala dam during the month of June 2019 is 60.76 m3 / s.
The minimum daily flow downstream of the dam during the month of June 2019 is 13.03 m3 / s, compared with 40 m3 / s the daily environmental flow.

2.5- ODRS
The 2019 wintering campaign started in June 2019 in the ODRS zone.
For dry crops, planting is underway.
Compared to irrigated rice cultivation, routine maintenance of the two perimeters of the ODRS (Sélingué and Maninkoura) is in progress.
The irrigated irrigation networks of Sélingué and Maninkoura closed since June 10, 2019 for the Perimeter of Maninkoura and June 11, 2019 for that of Sélingué are still closed and the opening will be done after the execution of the works of routine maintenance.

3. Review of the Wetlands International Study "Evaluation / Analysis of the consequences of the water release measures of the Sélingué Water Management Commission and the Markala dam"
The brief summary of this study was exhibited in the room by the study office that was recruited to this effect. Following the presentation of the reactions of the participants made among which, the reason for the study. The meeting asked to reframe the study

At the end of the discussions, the following recommendations were made:

- Request the EDM-SA to gradually increase the turbines by the end of the destocking period (wintering installation) and to respect the target coast of 340,300 m at the end of July 2019;
- The meeting asked the commission to organize a mission to the Office du Niger to understand and correct the inconsistency between the data of the Office of Niger and the National Directorate of Hydraulics.
- Ask the DNH to correct the hydrometric anomaly between the stations of (Bamako, Koulikoro and Kirango).

3.- DIVERSE

- The representative of the Water Development Fund reminded the offices for the payment of the fee.

The next meeting is scheduled for 07 August 2019 in Bamako.
